In (｡◡｡) the two ｡ are the eyes; here they have moved out to the ends, just inside the full-width parentheses, and two ӧ have taken over as eyes. ｡ is HALFWIDTH IDEOGRAPHIC FULL STOP, the half-width form of the Japanese full stop 。, a small hollow circle that sits low in the line. Standing just outside each eye, it comes out a little lower than the eye, like a round cheek. ӧ, a round o with two dots above it, is CYRILLIC SMALL LETTER O WITH DIAERESIS (U+04E7). It looks almost exactly like the Latin ö of German or Swedish (U+00F6, LATIN SMALL LETTER O WITH DIAERESIS), but it is a separate character, the Cyrillic о with the two dots added, and it is a letter of the alphabet in Komi and Udmurt, two languages written in Cyrillic; Russian has no such letter. Compared with the capital Ӧ that serves as the eyes in （๐ӦдӦ๐） and ♡(ӦｖӦ｡), the lowercase ӧ has a smaller o, and its dots sit lower to match. Depending on the font, the dots come out square or round. The mouth, ◡ (LOWER HALF CIRCLE), is a half-circle arc that bulges downward, tucked between the eyes with no space on either side. With a smiling arc rather than a gaping mouth under them, the round eyes read as a gentle smile, not surprise. On X it came at the end of a reply under a friend's post: just おはよう (ohayō, 'good morning') and then this face.
