(=ˆ• ◦ •ˆ=)

Between the eyes sits a single ◦, a ring that is white inside, and it can pass for a cat's little nose or for a mouth rounded into an "o". The eyes themselves are solid black dots, •, and the two characters belong together by name: Unicode calls the dot BULLET and the ring WHITE BULLET. Up near the top of the line there is one ˆ at the upper left of the left eye and another at the upper right of the right eye. Neither is the ^ from your keyboard: both are MODIFIER LETTER CIRCUMFLEX ACCENT, a shorter, flatter peak. Together they look most like a pair of pricked-up ears, though they work as raised eyebrows too. Further out, just inside the parentheses, each = gives a cheek two whiskers. Set the face beside (=^•ᆺ•^=) and you can see what changed: ^ became ˆ, ᆺ became ◦, and ◦ got a space on either side. Those are the only two spaces in the face, so the edges stay packed while the middle opens up. On X, one person used it twice: right after a bright ありがとうございましたー！ ("thank you so much!") once an event was over, and to close an announcement about an upcoming appearance, right after よろしくねー！ (roughly "I'm counting on you!").
