At each end, outside the parentheses, a lowercase o looks like a clenched fist, and those two fists are the only hands in the face, enough for exactly one person. That makes the doubled face inside read as a single person scanning from side to side for something, with both glances drawn into one pair of parentheses. Each face is ･_･, about as plain as a face gets: two dots for eyes and, well below them, an underscore, _, for a mouth. Each dot is ･ (HALFWIDTH KATAKANA MIDDLE DOT), the half-width form of the dot Japanese puts between words written in katakana, as between a foreign first and last name. Between the faces stands an equals sign, =, whose two bars can pass for the swish of the turning head. It isn't centered, though: it sits right against the right eye of the left face, and the only space inside the parentheses comes after it, just before the right face. There are no sweat drops or exclamation marks, and the eyes are plain dots, not the startled little rings of (ﾟДﾟ≡ﾟДﾟ), so this is no panic, just a calm "wait, where did it go?" On X it was posted in 2010 by a bot that collects kaomoji, with nothing else in the post.
