▔ is a block character, and its Unicode name, UPPER ONE EIGHTH BLOCK, spells out the shape: split a character cell into eight horizontal strips, and ▔ fills only the top one. On screen, it becomes a bar stuck to the top edge of the cell, and in Japanese fonts it runs the full width of a kanji. In this face, ▔•ω•▔ runs together with no spaces, and the two ▔ sit at either end of that run. In the character order, the left ▔ comes right before the left •, and the right ▔ right after the right •. Because each ▔ hugs the top of its cell, both bars end up well above the eyes, off toward the parentheses rather than directly over the dots. Take the flat ▔ as eyebrows, and you get a face with its brows lifted while the dot eyes and the ω mouth stay exactly as they are: a straight-faced "wait, really?" In the original post on X, two question-mark emoji came right after this face, and together, the face and the emoji ended a question the poster put to someone without quite believing what they'd heard, along the lines of "Is it true that…?" (this site drops the emoji and keeps only the face). This site also has ( ¯•ω•¯ ).｡oO, which swaps ▔ for ¯ (MACRON) and adds .｡oO after the parenthesis; ¯ is shorter than ▔ and doesn't sit as high.
