Read the inside of the brackets from either end and you get the same characters in the same order, with 三, the kanji for the numeral three, sitting exactly in the middle between two halfwidth spaces. Both asterisks are on the inner side, next to those spaces, while the outer dot of each ･ω･ touches a bracket directly, so one face is drawn twice: once pushed against the opening bracket, once against the closing one. Since there is only one pair of brackets, it reads less like two people and more like a single head turned first one way and then the other, and if the * is a cheek mark, the cheek that shows switches sides along with it. Outside the closing bracket, ｷｮﾛｷｮﾛ (kyoro-kyoro) is the Japanese mimetic word for glancing around restlessly, typed in the same halfwidth katakana as the ･ eyes, so the face spells out what it is doing.
