(o尸’▽’)o尸゛ﾌﾚｰﾌﾚｰ

The ﾌﾚｰﾌﾚｰ trailing off the end is furē furē, the call Japanese people shout to cheer someone on, typed here in half-width katakana. Before that come the flags: 尸, a CJK ideograph, reads naturally as a small pennant gripped by the o hand right in front of it. There are two of these hand-and-flag pairs, one just inside the opening parenthesis and one out past the closing parenthesis, and both keep the same order, o first and 尸 second. That puts the inner flag right up against a ’ eye, while the outer one sticks out beyond the face. Only the outer 尸 is followed by ゛, the standalone voiced sound mark, so it can look as if that one is being swung while the other is simply held up.
